Construction set to begin on new PC school | | Franklin Free Press

The new year will bring new construction to the town of Phil Campbell in the form of the much-anticipated Phil Campbell School building.

Franklin County superintendent of schools Gary Williams said the contractor will begin mobilizing this week with bulldozers scheduled to start running the first week of January. Williams estimates an 18-24-month construction period for the 95,000-square-foot project.

After original bids opened in October came in over the allotted budget amount, the Franklin County Board of Education approved the project architect, McKee and Associates, to negotiate with the low-bid contractor, Blalock Building Company of Trussville, to amend the project down to the $17.3 million figure that was ultimately accepted, Williams said.

That figure represents a $6 million downward departure from Blalock?s original bid. The primary changes in the revised bid are that no stand-alone auditorium will be constructed. A stage will be installed in the gym with auditorium capabilities. Additionally, plans that called for a new track around the football field, which was to be moved, have been set aside. A new track will still be built, with the likely location being behind the elementary school on the old baseball field site, Williams said.

Original plans also called for construction of a new field house. Although those plans have been downsized, construction of a field house is still planned, Williams said.

The construction project will include a major drainage improvement that will begin at Highway 13 and run a drainage line west under the football field. Drainage will then run into a gulley west of the stadium.

In spite of the delays and the revisions in the school plans, Williams is confident the new school will more than meet the expectations of the community.

?It?s going to be a great school and something the community will be proud of,? he said. ?We had to cut a few things, but nothing that prevents it from being a workable school that will meet all our requirements.?

A pre-construction meeting was held last Thursday among Williams, assistant superintendent Donald Borden, Blalock officials, the project architect and State of Alabama inspectors. That meeting was the final hurdle before construction can begin, Williams explained.

He does not expect any disruption of daily school operations at Phil Campbell once construction begins.

?We don?t expect any problems,? Williams said. ?We?re moving the school itself toward Highway 13, and the mobile units will stay up until all construction is done. Then that area will be a parking lot.?

Williams said the school will house seventh-12th graders at Phil Campbell.

?We?re hoping it will be ready for the fall of 2014, but no later than the following spring semester,? he said. ?That is our goal, but lots of factors affect that. Surely by January of 2015, though, we will be able to be in the new school.?
