TBILISI, Georgia (AP) ? An estimated 100,000 opposition supporters thronged the center of Georgia's capital on Saturday in a show of strength days ahead of a parliamentary election that presents the toughest challenge to the future of Mikhail Saakashvili's government since he became president nearly nine years ago.

The capital, Tbilisi, where a third of Georgia's population lives, long ago turned against Saakashvili. Many people here are disturbed by what they describe as his authoritarian rule, pointing to his control over parliament, the courts and the prosecutor's office.

"He created a system of oppression and covered it with the pretty facade of democracy," said Dali Dvalishvili, who attended the boisterous campaign rally. Although trained as a lawyer, the 28-year-old woman said she was unable to work in a system "where the prosecutor's office dictates everything."

Under Saakashvili, the former Soviet republic has become a U.S. ally and worked toward closer integration with NATO and the European Union. In Monday's election, the president is under pressure to prove his commitment to democracy by holding a free and fair vote.

The election has added significance because it ushers in a new political system that will give greater powers to the parliament and prime minister. After Saakashvili's second and last term ends next year, the party that has a majority in parliament will have the right to name the prime minister, who will acquire many of the powers now held by the president.

Saakashvili's United National Movement, which now holds nearly 80 percent of the seats in parliament, is up against Georgian Dream, a coalition formed by Bidzina Ivanishvili, a billionaire businessman who made his fortune in Russia.

Most observers see the race as too close to call, although they give the governing party the edge.

The mood was upbeat on Saturday as people of all ages gathered on Freedom Square for Ivanishvili's giant campaign rally. Many wore Georgian Dream T-shirts in blue, white or black.

"Saakashvili's system based on lawlessness and torture should be destroyed," Ivanishvili told the crowd.

Saakashvili's campaign was hit hard by the release two weeks ago of shocking videos showing prisoners in a Tbilisi jail being beaten and sodomized. The government moved quickly to stem the anger, replacing Cabinet ministers blamed for the abuse and arresting prison staff, but many saw the videos as illustrating the excesses of his government.

Analysis: As fiscal cliff nears, markets ponder a rougher ride

NEW YORK (Reuters) - When it comes to U.S. deficit reduction, many investors would rather Congress "kick the can down the road" again than let 2013 start with a blast of fiscal austerity not seen since the Vietnam War.

While hardly optimal, a temporary deal that prevents a plunge over the "fiscal cliff" would stave off recession and buy time for investors to tweak their portfolios.

That's not to say investing won't be challenging in the meantime, as markets wait to see what action the lame duck Congress takes after the November 6 elections to prevent the automatic trigger of $600 billion of tax hikes and spending cuts in January.

"In our minds, the odds of a volatility spike between now and January 1 are going up," said Joseph Balestrino, fixed income strategist at Federated Investment Management, which oversees assets worth $360 billion. "Risk-off will be in vogue for that period of time."

Even so, investors remain confident Congress will avoid plunging off the cliff, an outcome the Congressional Budget Office has warned would trigger "a significant recession" and the loss of about 2 million jobs.

Chatter in Washington suggests a mini-deal that could include a down payment on deficit reduction while delaying most spending cuts and tax hikes is the most likely scenario.

Mohamed El-Erian, co-chief investment officer at PIMCO, the world's biggest bond fund with $1.8 trillion in assets, expects Congress to strike "a mini-bargain" that shrinks GDP by up to 1.5 percent. "That is something the economy can absorb without going into recession," he said.

FEW EXPECT WORST SCENARIO

That's not to say there aren't risks, especially considering U.S. lawmakers' past inability to compromise on fiscal issues.

Gridlock in 2011, when Democrats and Republicans could not agree on a long-term deficit reduction plan, pushed the economy toward a fiscal cliff in the first place.

It provoked Standard & Poor's to strip the United States of its top AAA credit rating, and pushed the CBOE Volatility Index <.vix>, Wall Street's favored gauge of investor anxiety, to levels associated with panic in the markets.

A similar scenario - especially during December, when trading is quieter and moves can be exaggerated - would be worse.

David Joy, who as chief investment strategist at Ameriprise Financial helps oversee $655 billion in assets, said waiting until New Year's Eve to strike a deal would spook investors and probably provoke volatile stock market trade, even if an eleventh hour deal were eventually struck.

He recommends investors maintain neutral positioning, especially in stocks, as the uncertainty could easily trim some of the market's gains in the final months of the year. The S&P 500 index is up 14 percent this year and nearly 10 percent since June, while Treasury yields remain within sight of record lows.

The election, by contrast, looks to be less of a concern for investors. Prediction market Intrade suggests a three-in-four chance the November election results in more divided government, with President Barack Obama winning a second term but Republicans in partial or total control of Congress.

Divided government may make the path to a solution more difficult as both sides dig in their heels.

"I think after the election and before Christmas, when discussions might be most polarized and feverish, is the most likely time you'll see doubts in the markets and an extra risk premium demanded to hold U.S. assets," said Alan Wilde, who helps oversee $50 billion at Baring Asset Management.

As Congress has punted on the hard decisions, the numbers have hardly changed: Federal red ink is expected to total more than $1 trillion in 2012 for the fourth straight year.

If the full $600 billion in taxes and spending cuts were to take effect, economists at Credit Suisse said the hit to the U.S. economy would be sharpest in the first quarter of 2013, with a 5 percent decline in annual gross domestic product, and that the U.S. unemployment rate could rise to 10 percent.

Falling off the cliff would also hurt Europe, posing risks for global growth.

If the entire menu of tax hikes and spending cuts were to take effect at once, it would amount to the most severe fiscal tightening since the 1969 tax increase passed to pay for the Vietnam War. This time, the CBO estimates the economy would shrink by 0.5 percent in 2013, with a crushing first-half contraction of 2.9 percent.

In this worst-case scenario, Credit Suisse said investors should take refuge in defensive sectors such as health care, consumer staples and utilities and avoid homebuilders, machinery and energy stocks.

Of course, few are expecting the worst to occur, which has at least some strategists wondering if Wall Street is being too complacent.

"If you had to access the risk, it's that things get more disruptive, because there's such unanimity that the situation will be handled smoothly," added Jim McDonald, chief investment strategist at Northern Trust, which oversees $704 billion.

Balestrino, for example, said the firm has pulled "quite a bit" of money out of investment grade and high yield credit and taken refuge in the mortgage market, which is more attractive thanks to the Federal Reserve's commitment to make open-ended purchases of such debt to keep mortgage rates low.

McDonald, too, warned of higher-than-usual volatility as the deadline approaches. Yet he still thinks the possibility of no deal is remote. "Disrupting existing portfolios for a such low probability circumstance doesn't make sense to us," he said.

RATINGS AGENCIES, GROWTH RISKS

There are risks tied to a short-term, temporary deal as well. Ron Florance, who helps manage assets worth $169 billion at Wells Fargo Private Bank, said it would forestall disaster but wouldn't encourage people to invest or companies to hire.

"Many investors are sitting on the sidelines because they don't know what the tax rates are. If you don't know the rules of the game, you don't walk on the field to play," he said.

"So if they want to promote continued slow, uninspired economic growth, that would be a good way do it."

Balestrino sees another risk: the ratings agencies.

Earlier this month, Moody's said it too could strip the United States of its top credit rating if Congress does not agree to policies that ensure long-term deficit reduction.

"If you're kicking the can again, you're almost assuring a downgrade, and I don't think that would be met as kindly by the bond market this time as it was a year ago," he said.

Treasury yields fell in 2011 when S&P downgraded the United States, though Balestrino said markets were worried at the time that European monetary union was about to collapse, which helped ensure a bid for dollar-denominated U.S. government bonds.

"The timing of any rating action is not directly related to the fiscal cliff. It's whatever policy actions are taken after the election and over the course of 2013," said Steven Hess, Moody's lead sovereign credit analyst on the United States.

Moody's said earlier this month that if budget talks next year fail to produce a plan that lowers the U.S. debt-to-output ratio over time, it would "expect to lower the rating, probably to Aa1.

Higher long-term interest rates could squeeze some fixed income investors and put pressure on a still fragile economy.

"Once you've had two major ratings agencies opine you're not a triple-A credit," Balestrino said, "I think there has to be a cost in the marketplace."

AP Interview: Iran opposition chief sees rebirth

AUVERS-SUR-OISE, France (AP) ? The leader of an Iranian militant group that was taken off the U.S. terror list on Friday says the move will change her group's "balance of power" with the world ? predicting a higher profile in politics, fundraising and diplomacy and increased anti-regime activity in Iran.

The U.S. State Department said the People's Mujahedeen of Iran (MEK) hasn't committed terror for more than a decade. The group has also complied with demands that more than 3,000 of its once-armed members abandon their base in Iraq near the Iranian border for a camp outside Baghdad, an essential step to ending their decades-long presence in Iraq.

The U.S. decision means that, effective immediately, any assets the group has in the United States are unblocked and Americans are permitted to do business with the organization.

A court order had given Clinton until Oct. 1 to act. The group was removed from the European Union's terrorist list in 2009.

Maryam Rajavi, the Paris-based head of the exiled opposition group, said in a rare interview that she hopes the organization can now have the ear of the world's diplomats to help bolster its bid to overthrow Iran's clerical regime. She stressed that its goal was to replace the Islamic Republic with a democratic government.

"It now has become evident for everyone that these (terror) allegations were untrue," she said, praising U.S. Secretary of State Hillary Rodham Clinton for her "courage."

"Our cause is democracy and the freedom of democracy for the future of Iran," Rajavi said. "We are against fundamentalism which is in power in Iran ... ... The mullahs' (clerical) regime is the center of the exportation of terrorism and fundamentalism in the Middle East."

However, a senior State Department official suggested that removing MEK from the U.S. terrorist list does not translate into a shared common front against the Islamic Republic of Iran.

The official said Washington does not view MEK as an opposition movement that can promote democratic values in Iran. The official briefed reporters on condition of anonymity because he wasn't authorized to speak publicly on the matter.

"They are not part of our picture in terms of the future of Iran," the official said.

The Iranian regime is sure to be furious at the U.S. decision to delist MEK ? for years the only armed exile opposition group. The group, which began as a guerrilla movement fighting Shah Mohammed Reza Pahlavi, helped overthrow the monarch in 1979 then quickly fell out with the Islamic Republic's first leader, Ayatollah Ruhollah Khomeini.

MEK later teamed up with Iraq to battle Iran in an eight-year war in the 1980s, then from its Iraqi base continued military action against neighboring Iran.

The United States contends the group was responsible for the killing of several American military officials and defense contractors in the 1970s, carrying out attacks on Iran from its base in Iraq.

The MEK spent huge sums of money over years lobbying for removal from the U.S. terror list, holding rallies in European capitals and elsewhere that featured luminaries like former Homeland Security Secretary Tom Ridge from the administration of George W. Bush. Former House Speaker and presidential candidate Newt Gingrich was among those recently welcomed by the MEK to Paris.

Rajavi, 58, wore what has become a trademark headscarf among MEK women during the interview Friday at MEK's headquarters in the leafy town of Auvers-Sur-Oise north of Paris. She denied claims by critics that MEK has all the earmarks of a cult, saying it is Iran who seeded such allegations as part of their "psychological war" against the group.

"All the energy and potential of our movement were chained" during the 15 years that MEK was listed by the United States as a terrorist organization, she said, speaking in French as well as the Iranian language of Farsi through a translator.

At its headquarters, the group was preparing for a jubilant fete on Saturday, plastering walls on the street with red drapes and photographs of "martyrs," as it refers to members who have been killed.

"The diplomatic scene will be completely different" because the group's status as a pariah will evaporate, Rajavi said, reiterating MEK's long-standing denial of terrorism.

But, she said, "the most important impact ... will be seen inside Iran."

"The balance of power, the balance of power is going to change. For example, the first message for the Iranian people will be they won't fear increasing their activity and increasing their demonstrations," she said. The fear "will evaporate ... and that will lead to the expansion of anti-regime activities within Iran."

With a clean bill of health in the West, the Iranian regime "will no longer have the excuse" of acting against an organization deemed terrorist by the United States.

Mujahedeen, protected in Iraq under dictator Saddam Hussein, were disarmed after the 2003 U.S. invasion of Iraq and are disliked by the new Iraqi government, dominated by Shiite Muslims like those in Iran.

The United States had insisted the MEK's members leave Camp Ashraf, their home in Iraq, as a condition for removal from the terrorist list. All but several hundred militants are now located in Camp Liberty, a former U.S. base outside Baghdad, looking for placement in third countries.

Among those transferred to Camp Liberty were Rajavi's 30-year-old daughter and her 32-year-old son, she revealed.

A veil of mystery has long clung to the group, not the least over the whereabouts of its main founder, Massoud Rajavi, who married Maryam in 1985. He has not been seen publicly since at least 2003, although he continues as MEK's co-leader, and his portrait greets visitors at the well-secured entranthe group's French headquarters.

There has been speculation that he is dead. Rajavi countered those reports Friday and said he is alive but would provide no details.

If there's one thing that we adults have learned as we approach retirement is that the world is not a secure place, no matter how hard you've tried to make it so. Living a debt-free life in America is?though not impossible?very difficult, and more and more people have realized that their debts can seriously hamper their ability to get what they want in life. Debt can make it difficult to have a stable marriage, to buy a house, or to relocate. Debt can also stop you from retiring when you are ready, and it can keep you from pursuing more education. Even if you've handled your debts wisely, it's very important to pass this knowledge on to our children. If you have children who are now adults and out on their own, here's how to guide them through a financially responsible life:?

1. Encourage them to pay back their student loans as aggressively as they are able.


Hopefully, your children's only debts after graduating from college are student loans. While this was the case with me and my siblings, many of my recently graduated friends had mountains of credit debt as well. Regardless of your child's debts after graduating, it's important to emphasize to your children to the need to start paying loans back as soon as they find work. Most young professionals will only pay monthly minimums for years before they realize that they could have paid much of their debt off a lot faster had they simply pitched in a little more every month.


2. Help them develop a budget for living expenses.


While budgeting may come second nature to you, it's often tough for young adults who are doing it for the first time. Sit down with your adult children and talk about ways that they can implement a reasonable budget on their expenses, including separate budgets for food, rent, entertainment, and savings.


3. Do not pay back their loans for them, especially if it means sacrificing your retirement savings.


One of the most tempting things parents usually want to do for their children is to pay back their loans. Of course, if, like many young adults in America, your child cannot find a job and is completely unable to pay back their debts, there's nothing wrong with stepping in and helping a little bit. At the same time, however, it's important to understand that we much continue to teach our children lessons even as adults. And one of the most important lessons that many people take their entire lifetimes to learn is personal responsibility. Of course, advise them on how they should manage their debt, but leave the actual repayment up to them. Don?t risk your retirement savings just to coddle your kids.


4. Talk to them about the importance of starting an emergency fund.


It's quite astounding to read the statistics concerning the percentage of people who have absolutely no emergency fund. Of course, it's hard to establish an emergency fund when you're busy paying off debts. Still, once your child has learned to manage her debt and budget correctly, encourage her to start an emergency fund that can pay for six months' worth of living expenses. Most financial advisers recommend having a fund that covers at least six months and as much as a year, especially in an uncertain economic climate.

At some point, of course, there isn't much that we can do when our kids are all grown up. At the same time, however, you'll be their parents forever, and they still will look to you for advice. Offering sound financial advice is perhaps the most important advice we can give. Good luck!

Now, I don?t condone shooting most of the time. But I also don?t condone threatening pets with violence. After all, they are smaller than we are and trust us to take care of them.

Romney Falls In New Swing State Polls - Business Insider

President Barack Obama has opened up a decisive lead over Republican presidential nominee Mitt Romney in three battleground states, breaking the 50-percent threshold in Florida, Ohio, and Pennsylvania, according to a new set of Quinnipiac/CBS News/New York Times polls released early Wednesday.?

The polls show Obama with his biggest advantage yet in all three states, leading Romney by 9 points in Florida (53-44), 10 points in Ohio (53-43), and 12 points in Pennsylvania (54-42). Combined, the three states hold 67 electoral college votes, making it difficult for either candidate to win the election without taking at least two out of three.?

Obama has also made significant gains on the question of which candidate can better handle the economy, wiping out Romney's key advantage on the top issue for voters in all three states. In Florida, Obama now leads Romney on the issue 51-46 percent in Florida, and 51-45 percent in Ohio and Pennsylvania.?

The results reflect the damage inflicted by the Romney campaign's stumbles over the past two weeks, and particularly by the candidate's "47-percent" comments, which dominated national and regional headlines last week.?

"Gov. Mitt Romney had a bad week in the media and it shows in these key swing states," Peter Brown, assistant director of the Quinnipiac University Polling Institute, said in a statement. "The furor over his 47 percent remark almost certainly is a major factor in the roughly double-digit leads President Barack Obama has in Florida, Ohio and Pennsylvania. The debates may be Romney's best chance to reverse the trend in his favor."

But a deeper look within the polls reveal demographic trends that will be difficult for Romney to overcome in the next six weeks, and could be very troublesome for the Republican Party down the line.?

In all three states, Obama's lead is propelled by his support among female voters. While the president still lags ?slightly among men and white voters, he has made significant gains with those groups. Romney's advantage isn't enough to close the gap, particularly when you factor in support for Obama among black and Hispanic voters.?

Here's the breakdown:?

  • In Florida, Obama has a 19-point lead with female voters, while Romney edges out Obama among male voters 50 percent to 47 percent. Among white voters, Obama now trails Romney by six points, up from 19 points in last month's Florida poll. Obama carries 90 percent of black voters and leads Romney with Latinos, 55 percent to 41 percent.?
  • In Ohio, Obama leads Romney by an overwhelming 25 points among female voters, erasing Romney's eight-point advantage among men. Romney has a three-point advantage with white voters.?
  • In Pennsylvania, female voters favor Obama, 58 percent to 37 percent, while the two candidates run even with white voters and men.?

Significantly, Obama's job approval rating has also also crossed the 50-percent threshold considered necessary for an incumbent to win in all three polls, and now stands at 50 percent in Florida and Ohio, and 51 percent in Pennsylvania.?

Satellite TV company?Dish Network is launching a broadband Internet service that's aimed at rural areas that don't currently get high-speed Internet.

Dish Network said Thursday that the satellite broadband service, dishNet, will start at $40 per month for people who bundle it with certain Dish's TV programming packages. The new service goes on sale Monday.

The company is targeting about 14.5 million Americans who, according to a Federal Communications Commission report, live in rural areas and don't have access to high-speed Internet. In all, about 19 million people in the U.S. don't have high-speed Internet service.

The dishNet service will offer download speeds of up to 10 megabytes per second. Dish said this is fast enough for typical Internet uses such as accessing social networks, music or video streaming and Internet telephone services.

The $40 per month service will offer download speeds of 5 megabytes per second. The faster service will cost $50 per month on top of a Dish TV account. Standalone Internet service without Dish TV will cost $10 more.

This service is available in Arizona, Colorado, Idaho, Iowa, Minnesota, Montana, Nebraska, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington and Wyoming.

Japan, China move to dampen down island dispute

TAIPEI, Taiwan (AP) ? Japan and China are taking small steps to dampen down a bitter dispute over a group of small islands in the East China Sea following an intense but seemingly controlled confrontation between Japan and Taiwan over the islands' sovereignty.

Foreign ministers from Tokyo and Beijing met late Tuesday on the sidelines of the U.N. General Assembly in New York to discuss the issue, two weeks after the Japanese government's purchase of some of the islands from private owners sparked bitter anti-Japanese protests in China and raised tensions between the two Asian giants to their highest level in years.

Vice foreign ministers from the two countries met the same day in Beijing.

Despite the promise of the meetings, it is still too early to conclude that the crisis has passed. China is almost certain to send its own vessels to challenge Japanese control of the islands, raising the possibility of armed conflict arising from mistake or miscalculation.

Tuesday's Japan-China meetings came just hours after Japanese and Taiwanese coast guard cutters exchanged water cannon blasts just off the islands, known as the Senkakus in Japan and the Diaoyu or Diaoyuitai in China and Taiwan. Taiwan also claims the islands, which sit astride rich fishing waters and potentially large reserves of natural gas.

Neither Tokyo nor Beijing has released a full account of the New York meeting, though the mere fact it occurred raises hopes of a peaceful solution to the crisis between an ascendant China, flush with tens of billions of dollars of foreign exchange reserves and a rapidly expanding military, and a Japan that seems eager to prove that despite long years of economic drift it still remains a power to be reckoned with.

China's official Xinhua News Agency reported that Chinese Foreign Minister Yang Jiechi told Japanese counterpart Koichiro Gemba that the Japanese government's island purchase constituted "a serious challenge to the post-war international order."

"China will not tolerate the Japanese side taking any unilateral action on the Diaoyu Islands," the Xinhua report said. "China will continue to take firm measures to safeguard its territorial integrity and sovereignty."

Earlier, senior Japanese Foreign Ministry official Naoko Saiki repeated Japan's claims to the islands, and said that while compromise with Beijing would likely be difficult, the two sides should keep talking.

"We don't want to have any wars or battles or use of force," she told reporters. "We have to stabilize the situation through dialogue in a peaceful manner, in accordance with international law."

The Chinese government and state media portrayed Japan as the supplicant in Tuesday's meeting in Beijing between Chinese Vice Foreign Minister Zhang Zhijun and Japanese Vice Foreign Minister Chikao Kawai. A Foreign Ministry statement said Zhang told Kawai that the islands have been "China's sacred territory since ancient times" and repeated familiar uncompromising language related to the dispute.

Taiwan, which split from China amid civil war in 1949 but has been drawing ever closer to Beijing in the 4 ? years since Ma Ying-jeou became president, has become a wild card in the Japan-China dispute, staking out what it claims is an independent stance to assert its sovereignty over the islands.

But reflecting its claim that Taiwan is part of its territory, China has gone out of its way to suggest that Taipei's interest in the islands is identical with its own. Following Tuesday's confrontation between the Taiwanese and Japanese coast guards, China's state-controlled media offered clear validation of the Taiwanese actions, presenting detailed coverage of the presence of some 50 Taiwanese fishing boats and 12 coast guard vessels in the disputed island area.

During the confrontation, the two coast guards used water cannon for the first time, an apparent escalation in their previously low-key tactics. But the almost ritualistic nature of the exchange ? the sides separated after only a few minutes, and the Taiwanese flotilla returned to Taiwan ? suggested that Tokyo and Taipei were operating within carefully prescribed parameters and they had no interest in letting things get out of hand.

Yahoo replaces CFO as CEO draws up turnaround plan

(AP) ? Yahoo CEO Marissa Mayer is casting aside a cost-cutting specialist and bringing in software industry veteran Ken Goldman to be chief financial officer as the Internet company's management orchestrates a potentially expensive turnaround attempt.

The departure of CFO Tim Morse, announced Tuesday, isn't a shock. After joining a company, new CEOs often reshuffle senior executives while trying to assemble a management team that's better suited for a shift in direction.

But it usually takes six to nine months before an incoming CEO hires a new chief financial officer, said BGC Financial analyst Colin Gillis.

Mayer is replacing Morse just two months after Yahoo lured her away from Google Inc., suggesting that there may have been some friction between the two, Gillis said.

Morse, 43, will leave the company next month to make way for Goldman, who take over as CFO on Oct. 22. Yahoo didn't immediately disclose whether Morse will receive a severance package or reveal how much it is paying Goldman to leave his current job as CFO of Fortinet Inc., a maker of computer security software.

Since joining Yahoo in June 2009, Morse has spent much of his time pruning costs ? an endeavor that enabled the company to boost its profits even as its revenue has been drooping.

Although she hasn't yet shared her vision publicly, Mayer is believed to be focusing on steps designed to delight Yahoo's audience of 700 million worldwide users but not necessarily investors. As part of that process, Yahoo could pour more money into some products and remove some of the ads that clutter its Web pages to the exasperation of some users. She is sharing more of her vision with Yahoo employees in a series of meetings beginning this week.

"I think we can kiss (Yahoo's) increasing (profit) margins goodbye for a while," Gillis said.

Yahoo has declined to discuss Mayer's plans. The company says she will talk more extensively next month when the company reports its third-quarter results. A specific date for the earnings release hasn't been set.

The company's stock added 8 cents to $15.76 in Tuesday's extended trading after the CFO change was announced. Yahoo shares have been hovering between $15 and $16 through most of Mayer's brief tenure, reflecting Wall Street's uncertainty about what direction she intends to push the company.

Goldman, 63, has been in management for more than 30 years and has been a CFO with at least six other companies, including Fortinet, which is located about five miles from Yahoo's Sunnyvale, Calif., headquarters. He is perhaps best known as the CFO of Siebel Systems, where he worked for six years until the business software maker was sold to rival Oracle Corp. for $6.1 billion.

"Yahoo is an iconic brand with an incredibly strong business model and balance sheet," Goldman said in a statement. "I believe there is a lot of runway ahead for this business, and I look forward to working with Marissa and the rest of the executive team as we define Yahoo's future."

Goldman will have more cash to work with because of a complicated deal that Morse played a key role in negotiating. During the past two years, he helped broker a deal that culminated in Yahoo selling half of its 40 percent stake in one of China's rising Internet stars, Alibaba Group. The $7.6 billion sale, including a revised technology licensing agreement, was completed last week.

After taxes, Yahoo anticipates a $4.3 billion windfall. The company plans to spend $3 billion of that buying back its stock, leaving another $1.3 billion for acquisitions or other investments.

Morse also filled a leadership gap at Yahoo after the abrupt firing of Carol Bartz as its CEO a year ago. Bartz had hired Morse to weed out expenses.

After Bartz's ouster, Morse served four months as Yahoo's interim CEO until the company hired Scott Thompson in January. Thompson lasted just four months before he stepped down amid an uproar about inaccurate information on his official biography.

Besides bringing in a new CFO, Mayer last month hired former Amazon.com Inc. executive Kathy Savitt as Yahoo's chief marketing officer.

Boosting natural marijuana-like brain chemicals treats fragile X syndrome symptoms

ScienceDaily (Sep. 25, 2012) ? American and European scientists have found that increasing natural marijuana-like chemicals in the brain can help correct behavioral issues related to fragile X syndrome, the most common known genetic cause of autism.

The work indicates potential treatments for anxiety and cognitive defects in people with this condition. Results appear online in Nature Communications.

Daniele Piomelli of UC Irvine and Olivier Manzoni of INSERM, the French national research agency, led the study, which identified compounds that inhibit enzymes blocking endocannabinoid transmitters called 2-AG in the striatum and cortex regions of the brain.

These transmitters allow for the efficient transport of electrical signals at synapses, structures through which information passes between neurons. In fragile X syndrome, regional synapse communication is severely limited, giving rise to certain cognitive and behavioral problems.

Fragile X syndrome is caused by a mutation of the FMR1 gene on the X chromosome. People born with it are mentally disabled; generally experience crawling, walking and language delays; tend to avoid eye contact; may be hyperactive or impulsive; and have such notable physical characteristics as an elongated face, flat feet and large ears.

The researchers stress that their findings, while promising, do not point to a cure for the condition.

"What we hope is to one day increase the ability of people with fragile X syndrome to socialize and engage in normal cognitive functions," said Piomelli, a UCI professor of anatomy & neurobiology and the Louise Turner Arnold Chair in the Neurosciences.

The study involved mice genetically altered with FMR1 mutations that exhibited symptoms of fragile X syndrome. Treated with novel compounds that correct 2-AG protein signaling in brain cells, these mice showed dramatic behavioral improvements in maze tests measuring anxiety and open-space acceptance.

While other work has focused on pharmacological treatments for behavioral issues associated with fragile X syndrome, Piomelli noted that this is the first to identify the role endocannabinoids play in the neurobiology of the condition.

Endocannabinoid compounds are created naturally in the body and share a similar chemical structure with THC, the primary psychoactive component of the marijuana plant, Cannabis. Endocannabinoids are distinctive because they link with protein molecule receptors -- called cannabinoid receptors -- on the surface of cells. For instance, when a person smokes marijuana, the cannabinoid THC activates these receptors. Because the body's natural cannabinoids control a variety of factors -- such as pain, mood and appetite -- they're attractive targets for drug discovery and development. Piomelli is one of the world's leading endocannabinoid researchers. His groundbreaking work is showing that this system can be exploited by new treatments to combat anxiety, pain, depression and obesity.

America's Last Crusade

For Americans of the Greatest Generation that fought World War II and of the Silent Generation that came of age in the 1950s, the great moral and ideological cause was the Cold War.

It gave purpose and clarity to our politics and foreign policy, and our lives.

From the fall of Berlin in 1945 to the fall of the Berlin Wall in 1989, that Cold War was waged by two generations, and with its end Americans faced a fundamental question:

If the historic struggle between communism and freedom is over, if the Soviet Empire and Soviet Union no longer exist, if the Russians wish to befriend us and the Maoists have taken the capitalist road, what is our new mission in the world? What do we do now?

The debate was suspended when Saddam Hussein invaded Kuwait. George H.W. Bush assembled a mighty coalition and won a war that required but 100 hours of ground combat.

We had found our mission.

The United States was the last superpower and a triumphant Bush declared that we would build the "New World Order." Neoconservatives rhapsodized over America's "unipolar moment" and coming "global hegemony."

But Americans were unpersuaded and uninspired. They rejected the victor of Desert Storm ? for Bill Clinton. By Y2K, the Republican Party was backing another Bush who was promising a "more humble" America.

Came then 9/11 and the midlife conversion of George W. to Wilsonian interventionism. After the rout of the Taliban in December 2001, Bush decided to remake Afghanistan in the image of Iowa and to go crusading against an axis of evil. In his second inaugural, he declared that America's mission was to "end tyranny in our world."

The world declined to oblige. By the end of 2006, the Taliban were back and America seemed in an endless war in Iraq. Republicans had lost Congress and Bush's democracy crusade was producing electoral victories for Hamas and Hezbollah.

In November 2008, the crusaders were sent packing.

Came then Barack Obama. With the "Arab Spring" beginning in 2010, with dictators being toppled in Tunisia, Egypt, Yemen, Libya and Syria, Obama embraced the movement as his own.

But Obama received a rude awakening. As the Arab dictators began, one by one, to fall, also unleashed and now surging and spreading through the lands they had ruled were the four horsemen of the Arab apocalypse: tribalism, ethno-nationalism, Islamic fundamentalism and anti-Americanism. So we come to an elementary question:

If the Islamic world is so suffused with rage and hatred of us ? for our wars, occupations, drone attacks, support of Israel, decadent culture, and tolerance of insults to Islam and the Prophet ? why should we call for free elections, when the people will use those elections to vote into power rulers hostile to the United States?

If the probable or inevitable result of dethroning dictator-allies is to raise to power Islamist enemies, why help dethrone the dictators?

During the Cold War, the United States took its friends where it found them. If they were willing to cast their lot with us, from the Shah to Gen. Pinochet, we welcomed them. Democratic dissidents like Jawaharlal Nehru in India and Olof Palme in Sweden got the back of our hand.

During the Cold War and World War II, the critical question was not whether you came to power through free elections ? after all, Adolf Hitler did that ? but are you with us or against us?

Ideology, as Russell Kirk admonished us, is political religion, and democracy worship is a form of idolatry, the worshiping of a false god, a golden calf, an idol.

And ? while this may border on a hate crime ? some countries are unfit for democracy. As Edmund Burke remonstrated: "It is ordained in the eternal constitution of things, that men of intemperate minds cannot be free. Their passions forge their fetters."

With hatred of America rampant across the Arab and Islamic world, we face anew a defining moment. What now is our mission in the world? What now should be the great goal of U.S. foreign policy?

What global objective should we pursue with our trillion-dollar defense, intel and foreign aid budgets, and pervasive diplomatic and military presence on every continent and in most countries of the world? Bush I's New World Order is history, given our strategic decline and the resistance of Russia, China and the Islamic world.
